This project was initiated to evaluate the practice and effectiveness of environmental scoping within Caltrans' Project Initiation process, the preliminary conceptual step in its comprehensive Project Delivery process. As a result of ICE's analysis, Caltrans selected a technology-based approach to demonstrate an integrated, multi-dimensional solution to improve environmental scoping within Caltrans.
